Career Highlights:
• Contracted with Department of Child Support Services (DCSS) in support of the President's National Continuity Policy requirement released May 2007. Assisted DCSS to building a Business Continuity Management program to meet OES and Federal COOP/COG regulatory requirements.
• Contracted with Butterfield Bank to build a corporate wide security office. This included building an ISO 27001 policy framework and designing a security architecture in compliance with best practices. This included technology bank standards for regulatory and online banking compliance (PCI).
• Contracted with Sacramento State University (CSUS) to develop CCE’s MIS course framework. Assisted CSUS in their pursuit of certification as a Center of Academic Excellence in Information Security Assurance.
• Contracted with Tower Records to provide a corporate wide assessment and report for ISO 17799 compliance per an FTC audit. This included regulatory standards compliance evaluations of systems, policy and procedures, recommendations and refinements.
• Contracted with CalOHI to evaluate and prepare and implementation plan for HIPAA throughout the state of California, through the California Office of HIPAA Implementation. This included project management and development of Federal and State regulatory compliance evaluations, state policy proposals, and project planning with process recommendations and refinements.
• Contracted with ALSANA Inc. to create a seamless IT integration of it’s 4 subsidiary companies into one headquarters. This included project management and development of Federal and State contract sales and services, modernization of Quality Control with ISO certifications including project planning and process refinements.
• Directed and managed 250 direct subordinate personnel at Sacramento McClellan Air Logistics Center (SM-ALC) to interpret and implement agency policy and programmatic goals on a Directorate level. Resulted in a 42% Profit & Loss reduction with a $7 million increase in acquisitions.
• Performed project management for SM-ALC while participating as primary advisor and liaison on the first Air Force wide capacities and capabilities analysis ever performed. Resulted in the development of Sustainment 2005 under the direct supervision of Dennis L. Perryman, Sr. GM-14 of the Air Force, as response to the Base Realignment And Closure (BRAC) Act.
• Published the first ever white paper on data warehousing methodologies for Sacramento McClellan Air Logistics Center (SM-ALC. Resulted in the adoption and implementation of a joint $8.3M project, Enterprise Information System, in cooperation with 5 Air Logistic Centers (ALC).
• Contracted with LOGICON to participate in the most extensive IV&V effort ever performed for the State of California. Performed project management for Department of Information Technology (DOIT) regulated SEAT, HLA, LRA, and CAP utilizing IEEE standards for BCP, DRP, and remediation analysis.
• Contracted with INTEL in it’s largest corporate wide modernization and the first ever E-Business environment automation. Provided project management, guidance and programming for Electronic Commerce Server auto-builds impacting over 25,000 employees across Intel at a $4 million cost savings.
• Contracted with LEVEL1 to perform project management of an international company wide independent SCM/CM evaluation and modernization. Created a 26% efficiency increase with 3,000 developers/designers working on over 250 million design kits.
• Contracted with LOGICON to perform an IV&V with SCM/CM recommendations for the Department of California Student Aid Commission. Resulted in a 17% reduction in work load for the State Department.
• As a Special Projects Officer, championed the Presidential Business Practice Reform Act of July 1998 as directed by AFMC (Air Force Material Command) McClellan Comptroller. Resulted in a 1998 Special Acts and Services award.
• As Special Projects Officer, championed the DCAA (Defense Contract Audit Agency) compliance response, mandated within three years, as issued by the Federal Financial Management Improvement Act of 1996 through HQ AFMC/FM. Created and provided project management of the Financial Application Integrity Checking (FAIC) on 18 classified AFMC logistics systems within 24 months.
