Legacy Systems Specialist / Sr. Special Projects Office

Dr. Michael Kelley was instrumental in providing ground breaking analysis, including requirements for maintaining, modifying, or converting unique application systems that are deemed “legacy” systems. Dr. Kelley provided guidance and technical, functional advice to senior programmers, assisted in the identification of requirements for Year 2000 modifications to AFMC (Air Force Material Command) legacy systems, and provided unique knowledge of the history of changes to AFMC legacy systems and applications.

Dr. Kelley also developed plans to migrate “legacy” systems to new technologies and/or new functionality within DOD. This involved analysis and documentation of procedures and functionality to identify mandatory requirements to be fulfilled by migrations legacy systems candidates. Dr. Kelley participated in the analysis, evaluation and prioritization of migration system candidates.

Dr. Kelley was also instrumental in the designing, developing, and implementing of changes to “legacy” systems to accommodate such requirements as Year 2000 modifications, interim interfaces to migration systems, and/or conversion to migration systems.

These conversions involved development of applications in a number of languages including, but not limited to; Cobol, Fortran, VMS\DCL and SQL. Operating platforms included, among others; VMS, AMDAHL, TANDEM, UNIX, and UNISYS.

Some 28 mission critical legacy systems were analyzed involving Financial Management, Workload Management, and Manpower Management which provided core in-depth analysis for life-cycle support, base closure contingency, and migration of legacy systems. Dr. Kelley personally assisted in the maintenance and management of data collection systems for analysis and reporting of financials, workloading, and manpower requirements.

Dr. Kelley’s ultimate goal being achieved in the creation of the FAIC (Financial Application Integrity Checking) process in pursuit of DOD policy and Y2K compliance of legacy and management systems which included certification and functional desktop procedures for all management support systems.

Received a Special Acts and Services Award from Michael P. Wiedemer, Base Commander on behalf of the Assistant Secretary of the Air Force Robert F. Hale.
