Assistant Branch Chief

Dr. Michael Kelley worked as a liaison to upper management, and direct line manager for the TIS Branch of over 250 personnel. Was responsible for reorganizing department structures, Business Practices and Policies, Financial Management, Workload Management, and Manpower Management and Quality Assurance. Assisted in the management of financial/manpower requirements for the Division and Branch workloading and technology insertion.

ACCOMPLISHMENTS:

• Published a white paper on data warehousing methodologies for SM-ALC.

• Received adoption by AFMC for implementation of the Enterprise Information System project at SM-ALC ($8.3M project).

• Designed, developed and implemented a data warehouse architecture using IBI components in cooperation with 5 Air Force Logistics Centers.

• Managed the data collection systems (Data Warehousing) for analysis and reporting of financials, workloading, and manpower.

• Managed and trained upper and lower management in the Philip Crosby & Associates quality process.

• Assisted upper level management, Directorate Officers, and contractor personnel in building reporting systems based upon the MRPII concepts and EDI standards, including: financial and resource reporting, market surveys, feasibility studies, production forecasting.

• Performed statistical analysis using SPSS.

• Managed and trained upper and lower management in the newly developed workload tracking and reporting system.
• Held multiple jobs as the EIS Manager, Program Management Officer, and Training Officer.
