Project Manager / Oversight Business Analyst

Dr. Michael Kelley worked as the TIS Advisor for technical and managerial purposes. Performed analysis of manpower, workloading, capacities and capabilities of the Department of the Air Force for documentation and reporting to BRAC and other officials. Advised on Business Practice and Policy issues. Dr. Kelley worked as the TIS liaison with other Directorate staff offices and/or external functions such as DOD and contractors. Identified future state-of-the-art technology insertion requirements and associate training requirements for obsolescence avoidance. Dr. Kelley worked closely with Directorate, Branch, Section and Civilian personnel.

Dr. Kelley received awards from LH Division for contributions to Sustainment 2001 OIB and Century 21.

ACCOMPLISHMENTS:

• Represented SM-ALC as liaison to JCALS/CALS organization (currently AFEI) consortium for development of ISO standards, and conversion and migration from MIL-STD to ISO.

• Provided standards for SGML tagging on all HAZMAT controlled documents.

• Provided technical and functional guidance on scanning technologies using Excalibar to implement HAZMAT change order request.

• Digitized all Tech Orders using paperless project management and CALS/JCALS Roadmap.

• Built Global Data Access Business Policies for Enteprise Integration.

• Demonstrated verification of Space projects using CALS applications.

• Performed alignment to NATO/CALS for AECMA 2000M/EDIFACT, CBM, CCITT, IETM, on concurrent engineering development and acquisition logistics with Great-Britain, France, and Germany.

• Documented and trained in the use of TM, ETM, EDI, and IETM for DOD standard conversions.

• ILS conversion from MIL STD 1388.

• CAD/CAM/CAE methodology shift for EDIFACT.

• Collected and built statistical, technical, and functional documentation for representation of SM-ALC’s capacities and capabilities to the BRAC base closure review board on behalf of the Department of Air Force.
